- Needs Assessment - A valid needs assessment data set must be a basis for money allocation to the social services agencies. As a result of early stateges of the strategic plan, in July 2003, The United Way of Marion County, Inc, initiated a needs assessment aimed at its distribution of funds that included collecting the desires of donors, needs of the community (as seen by several groups), and (member agency) recipients needs.
