Needs Assessment
  • During the Strategic Planning in 2002, the BoD realized that the last Marion County social services needs survey was dated
    • Last performed in 1996
    • Included all needs, Recreation, etc, not just social services needs.


  • A valid needs assessment data set must be a basis for money allocation to the social services agencies

  • In July 2003, UWMC initiated a needs assessment aimed at its distribution of funds
    • Desires of donors
    • Needs of the community (as seen by several groups)
    • Recipients needs

  • The Needs Assessment was broken into 3 parts:
    • Focus Groups
    • Detailed Surveys, 250+ distributed
    • Specific questionnaire, completed by interview; UWMC intern interviewing recipients of services


  • Today I will brief the Focus Group Results; the detailed surveys and questionnaires validate these Focus Group Findings

Focus Groups
  • The United Way team drew 5 community groups into Focus Groups:
    • Government, with selected officials being those who would interact with recipients of, or be in support of the supply of needed services.
    • Agency Heads of the Social Service Agencies delivering the needed services
    • The Council of Churches, with ministers/staff from the county invited
    • Actual recipients of services (represented by tutors, or care-givers where anonymity is an issue)
    • Known civic leaders, such as teachers, retired government officials, President of the State College, and others who would be aware of the needs of the community

  • Each of the 5 groups participated in an interactive, Facilitated discussion, following the basic outline of 6 questions:
    • What do you consider the health and human services concerns are for Marion County?
    • What services do the United Way offer to Marion County?
    • What resources do you know exist in Marion County?

  • 6 questions (concluded):
    • What would you consider the gaps in service?
    • What could the United Way do to improve it’s presence in Marion County
    • What would you like to see the united Way accomplish in the next 3-5 years?


  • These questions were designed to:
    •  start with “need”,
    • carry thru “what is being done, and not done”, and
    • What should the united Way do?

  • A free-lance question during the session recap dealt with “grouping” of services for purposes of funding allocations:
    • Emergency Services
    • Specialized services
    • Youth Services

  • Results of the 250+ surveys are still under study; results confirm the Focus Groups
    • Correlation is within a few % points
  • Results of the individual questionnaire also confirm the Focus Groups results

  • Emergency services is “clearly something we cannot not do”
  • Within the other 2 panels, “Break the cycle”; especially for youth programs

  • The UW Needs Assessment Team promised a de-brief of the results to participants – scheduled in early Nov
  • The Board needs to:
    •  move on Actions to fund Marketing, move on the collaboration
    • Act on designating a “single entry point”
    •  Empower Community Review (or define the rules ) on emerging grant structure and emphasis

  • Community Review needs to plan, for the next funding cycle, further implementation of the grant process
    • Weighting factors for emphasis on needs
    • Encourage collaboration to eliminate duplication of services
    • Fencing funding for a “single point of entry”
